The city was in a tenuous state and surely wouldn’t have come out of the experience as well (or as quickly) if Rudy’s predecessor was still at the helm.

On the other hand, it’s a safe bet that Rudy’s predecessor wouldn’t have put the city’s emergency response command center *in the World Trade Center*. Rudy did this in 1997; you’ll recall that the WTC had already been bombed in 1993. That’s why Rudy was walking around in the street on 9/11, being very visible rather than running things from his nonexistent emergency response command center.
